This Writ Petition is filed under Article 226 of Constitution of India seeking the following relief:-

"... to issue an appropriate Writ, Order or Direction, more particularly one in the nature of a WRIT OF MANDAMUS:

(a)

declaring the action of the Respondent No.8 in unlawfully withholding the Transfer Certificate (TC), Study Certificate and original educational records of the Petitioner, and demanding an unauthorised sum of Rs.50,000/-, as arbitrary, illegal, unconstitutional and violative of Articles 14 and 21 of the Constitution of India;

(b)

consequently, directing the Respondent Nos.4 and 5 to ensure and enforce that the Respondent No.8 forthwith issues and hands over the Transfer Certificate and all original educational certificates of the Petitioner;

(c)

directing the Respondent Nos.6 and 7 to keep the 5-Year LL.B seat allotted to the Petitioner No.2 (Hall Ticket No.22632310903, Rank 772, Phase-I allotment, Payment Acknowledgement No.16726) fully secured, to finalise his admission, and to permit him to report and attend regular classes without insisting on immediate production of the Transfer Certificate, granting reasonable time to submit the same after securing it from the Respondent No.8

(d)

directing the Respondent Nos.4 and 5 to initiate appropriate statutory and disciplinary action against the Respondent No.8 for functioning without valid affiliation/recognition and for collecting fees over and above the prescribed statutory ceiling and to pass such other order or orders"

Heard Mr.Kondaparthy Kiran Kumar, learned counsel for the petitioner and learned Assistant Government Pleader for Higher Education appearing for respondent Nos.1, 3 and 5. Perused the record.

The brief facts of the case are that the petitioner is a meritorious student and completed his Intermediate Education, at respondent No.8-College, during the academic years 2024-2025 and 2025-2026. The petitioner appeared for TG LAWCET-2026 examination with Hall ticket No.22632310903 and secured State Rank 772 under the SC Category. Pursuant thereto, the Phase-I web counseling conducted by respondent No.6 and the petitioner was provisionally allotted a seat in 5 year LL.B. course at Mahatma Gandhi Law College, L.B. Nagar under the SC quota. It is stated that during August, 2026 the petitioner approached respondent No.8 for issuance of his Transfer Certificate, Study Certificate and other allied records for completing his LL.B. admission. But the Management of respondent No.8 refused
