Chandra Devi and Others vs The State of Bihar and Others

This matter has been brought as a Public Interest Litigation by one Chandra Devi and three others. In effect, the complaint is that the headquarters for the construction work of the stretch as has been shown in annexure 1, Sector Patna-Bakhtiyarpur-Barahiya-Lakhisarai-Surajgarha-Lakhisarai (District Munger ITO)-Munger is being shabbily managed with the headquarters being shifted from Lakhisarai to Munger. The grievance is that if the headquarters were to remain at Lakhisarai there would be better co-ordination in the construction work. The High Court is not interfering with the circumstances as to which would be the ideal place for headquarters or that the headquarters for the construction division of the road construction department has been wrongly shifted to Munger.

Let the controversies remain as they are as mentioned in the petition. Suffice it to say that this cannot become a subject matter of a public interest litigation to seek a direction from the High Court that headquarters of the road construction division be changed from one place to another. These are matters purely of administration. The Petitioners suggest that it is of politics. If that is so then a question could be asked at the question hour at the Legislature.
