In the present Original Application, filed under Section 19 of the Administrative Act, 1985 the applicant has prayed for the following relief:-

“A. Call for the records relating to the Applicant's PE&MT held on 29.09.2026.

B. Direct the Respondents to consider the Applicant as having qualified the prescribed height requirement and to permit him to participate in the further selection process, including the medical examination and other formalities for final selection.

C. Direct the Respondents to consider and decide the Applicant's representations submitted through emails dated 03.10.2026, by taking into consideration the fact that the Applicant's height was subsequently measured as 166 cm at a Government Hospital, and to take an appropriate decision in accordance with the applicable rules and the prescribed height requirement.

D. Pass any other or further order(s) as this Hon'ble Tribunal may deem fit and proper in the facts and circumstances of the case.”

2.

The applicant, Mr. Chandan Singh Mool Singh Rathore, aged about 2424 years, participated in the recruitment process for the post of Constable (Executive) male in Delhi Police Examination, 2025, conducted pursuant to the Examination Notice issued by the Staff Selection Commission (SSC). The applicant successfully qualified the computer-based written examination and was shortlisted for the subsequent stages, specifically the Physical Endurance and Measurement Test (PE&MT). The applicant appeared for the PE&MT on 29.09.2026, at the Delhi Police Academy, Wazirabad, Delhi, under Roll Number 725240021080 and PE&MT Ticket Number 06946. During this test, his height was initially recorded as 164.1 cm. Being aggrieved by the initial recording, the applicant immediately filed an appeal against the height measurement on the same day. Pursuant to the appeal, a re--measurement was conducted, which recorded his height as 164.5 cm. Subsequently, on 01.10.2026, the applicant got his height measured independently at a Government Community Centre / Hospital (IHMS) in Indali, District Jhunjhunu, Rajasthan, where his height was correctly recorded as 166 cm. Pointing out the clear discrepancy between the departmental measurements and his actual height, the applicant submitted a formal representation via email to the Commissioner of Police, Delhi Police, on 03.10.2026, requesting a re-measurement by a competent authority and correction of the error.

3.

In support of his plea for relief, the applicant placed reliance on an order dated May 20, 2024, passed by the Tribunal in O.A. No. 503/2024 (Mukul Choudhary vs. SSC & Ors.), wherein a similar height measurement dispute was resolved by directing a fresh height measurement via digital mode at a designated government hospital. The learned counsel for the applicant further submits that the applicant’s height be remeasured by the competent authorities through both manual and digital methods to ensure accuracy and transparency.
