Referring to Advertisement No. 03/2015, the learned

counsel for the petitioners submits that the petitioners who have

undergone A.N.M. course which ran for 18 months, now have been

excluded from selection on the post of A.N.M.-M.T.C. and

A.N.I.V.I.-R.B.S.K. due to change in the eligibility criteria inasmuch

as, A.N.M. course which now is required must be a two years''

course.

From the advertisement which was published on

14.07.2015 it does not appear that now only two years'' A.N.M.

courses from the institution recognized by Government and approved

by I.N.C. is recognized for appointment on the aforesaid two posts,

however, the learned counsel for the petitioners refers to a

representation dated 02.09.2016 to the Civil Surgeon-cum-Chief

Medical Officer, Seraikella-Kharsawan to assert that the petitioners

who have undergone 18 months'' A.N.M. course would be deprived of

a chance for their selection in public employment.

The last date for submitting application pursuant to

Advertisement No. 03/2015 was 03.08.2015 whereas, the

representation vide Annexure-9 is dated 02.09.2016. Obviously, by

that time the petitioners would not have submitted their applications

for appointment pursuant to Advertisement dated 14.07.2015.

Leaving aside the controversy as to validity of the A.N.M. course,

under the Advertisement No. 03/2015 one of the essential

educational qualifications is 10+2 or equivalent examination. On

their own saying (in paragraph no. 5 of the writ petition), the

petitioners assert that they are only Matriculate.

In the aforesaid facts, the writ petition, bereft of merits, is

dismissed.
