Judgment
Heard Mr. Ryan Menezes, learned Amicus Curiae and Mr. Deep Shirodkar, learned Additional Government Advocate for respondent Nos. 1 to 4.
Mr. Uttam P. Parsekar, Principal Chief Engineer & ex-Officio Additional Secretary (PWD), has filed an affidavit before us. This affidavit states that Part (iii) of Phase II and Phase III the works will now positively be completed by 31.08.2022. There is a statement that the instructions have been given to try and complete these works by 14.08.2022 but the outer limit is 31.08.2022.
We accept the above statement, extend the time proportionately and direct that the works on Part (iii) of Phase II and Phase III must be completed latest by 31.08.2022.
In so far as the works on Parts (i) and (ii) of Phase II are concerned, Mr. Shirodkar pointed out that the time limit for completion of these works is 31.12.2022. The Principal Chief Engineer, in paragraph 12 has stated that the instructions have been issued to the Chief Engineer-I, Shri Santosh Mhapne to personally monitor the progress of these works so that the works are completed on or before the dates indicated in paragraph 9 of the affidavit.
Now we direct the Principal Chief Engineer to file a compliance report latest by 12.09.2022 indicating the compliance about the works in Part (iii) of Phase II and Phase III. The affidavit should also indicate the status of the works concerning Parts (i) and (ii) of Phase II.
