The Union Budget 2026 has unveiled a major compliance-relief measure for resident taxpayers who unintentionally failed to disclose foreign income or assets in earlier years. The Foreign Assets of Small Taxpayers – Disclosure Scheme (FAST-DS 2026) provides a six-month window to declare such holdings, pay applicable taxes and penalties, and secure immunity from prosecution under the Black Money (Undisclosed Foreign Income and Assets) Act, 2015. Nearly a decade after the one-time compliance window of 2015, this scheme aims to resolve long-pending cases and encourage voluntary compliance.

Who Can Avail the Scheme?

The scheme is designed for resident taxpayers with small-value or legacy foreign assets. Categories include:

  • Students and former students with dormant overseas bank accounts.
  • Employees who received ESOPs or RSUs during overseas employment.
  • Returning NRIs with savings or insurance policies abroad.
  • Professionals on foreign deputation who held assets overseas.
  • Small taxpayers with undisclosed foreign income or assets up to ₹1 crore.
  • Complete immunity from prosecution is granted for undisclosed assets up to ₹1 crore, while holdings below ₹20 lakh enjoy total decriminalisation.
