The petitioner states that he made a complaint against the 4th respondent, before the Vigilance Authorities. Annoyed by the complaint, the petitioner was manhandled by respondents 5 to 7, on 21.02.2023. It is the further case of the petitioner that the 8th respondent is also threatening the petitioner. The petitioner is repeatedly threatened. The petitioner sought police protection as per Ext.P2 on 16.02.2023. No assistance is given to the petitioner by the police. The petitioner is therefore before this Court.

When this writ petition came up for admission on 24.02.2023, this Court passed an interim order directing the 3rd respondent to provide protection to the life of the petitioner till 27.02.2023.

The Government Pleader, on instructions, submitted that there was a clash between political workers of two rival parties. The petitioner was perhaps injured in such political clash. According to the Government Pleader, from the investigation so far made, the scuffle occurred on account of the visit and meeting of a Minister of the State Government. It does not appear to be as a retaliation to the complaint filed by the petitioner against the 4th respondent, at least as per the information available now.

The Government Pleader further submits that though the 6th respondent was not made an accused initially, subsequently he was arrayed as an accused and he has been arrested and remanded. The 7th respondent who was an accused in the FIR was also arrested and remanded.

The Government Pleader submitted that in compliance of the interim direction of this Court, the District Police Chief has directed the Deputy Commandant, District Headquarters, Kollam City and the Station House Officers of Kollam and Kottiyam, to provide adequate security to the petitioner immediately and report compliance.

It is therefore evident that respondents 1 to 3 have taken all steps to protect the life of the petitioner. In view of the submissions made as above, this writ petition is disposed of directing that the protection now ordered as per communication dated 25.02.2023 of the District Police Chief, Kollam City shall continue to be in force as long as the threat against the petitioner subsists.
