Judgment
Mr. J.S. Bhaleria, learned counsel appearing for the
petitioners submits that the issue involved in the present writ
petition is squarely covered by a judgment dated 03.03.2017
rendered by this Court in S.B. Civil Writ Petition No.14761/2013
titled as "Chhoga Lal Kharol Vs. State of Rajasthan & Ors.",
wherein this Court has held that the certificate issued by the Dr.
C.V. Raman University, Bilaspur (C.G) is a valid and recognized
course, for the purpose of appointment on the post of LDC. The
operative part of the aforesaid order is reproduced hereinfra:-
"In view of the above, the present writ petition is allowed to the extent that the respondents shall consider the case of the petitioner for grant of appointment to the post of LDC after taking into consideration the qualification of RS-CIT certificate and DCA of the petitioner as valid and give the appointment, if he is otherwise eligible and in accordance with the law laid down by the Hon''ble Apex Court in the case of State of Rajasthan & Ors. Vs. Archana & Ors. (S.B. Civil Appeal No.11406-11407 of 2016)."
While following the aforesaid order, the present writ petition
is allowed.
The respondents are directed to consider the case of the
petitioners for grant of appointment to the post of LDC, while
taking into consideration their qualification/Diploma in Computer
Application dated 16.04.2009 and 05.08.2010 respectively as a
post-graduation, issued by Dr. C.V. Raman University, Bilaspur
(C.G).
The petitioners shall appear before the Chief Executive, Zila
Parishad, Chittorgarh on 06.09.2017, on which date, the
respondent No.3 shall verify the documents of the petitioners and
provide suitable appointment, if they fall in the merit list.
