Judgment

Heard Mr. R. Lakshmi Narayan, learned Senior Advocate instructed by Ms. R. Ranjanie, learned counsel for the petitioners, Mr. K. T. Thomas, learned counsel for respondent Nos. 2 and 3, and Mr. V. Tekchand, learned Senior Government Pleader.
The translated copy of the minutes of the meeting chaired by the District Collector on 15.01.2026 regarding the construction of Artificial Football Turf at the Municipal Ground, Aluva, as suggested by Advocate Jebi Mather, who is also a Member of Parliament, is placed before us. The conclusion arrived at in the said meeting is stated below:
“After the detailed discussions, the Chairperson (District Collector) stated that it is appropriate to take steps to execute the artificial football turf work suggested by Adv. Jebi Mather M.P. in a manner that does not significantly obstruct the Public's use of the existing ground, ensures free access for children for football training, and ensures walkway facilities for Public exercise and walking. It is decided to complete the construction of the artificial football turf proposed by the Hon. M.P under MPLADS while complying the above conditions. Additionally, the Chairperson suggested checking whether other games and programs can be conducted on the ground by using MATs.”
In view of the above decision, no further directions are required to be passed in this litigation.
The petition stands disposed of.
We hope and trust that the decisions arrived at in the said meeting are duly implemented and that the construction of the Artificial Football Turf, in compliance with the conditions mentioned in the minutes, is completed within a reasonable time.
