1.

This petition has been filed challenging the E-auction of commercial sites developed by the respondent No.1 situated at Industrial Focal Point, Phase

VIII-A, Mohali.

2.

It is averred that originally the E-auction was supposed to be scheduled for 30.03.2020 but was postponed due to the lock-down and was

subsequently conducted in a hush-hush and secretive manner on 29.04.2020. It is, however, not disputed that a corrigendum was put up on the website

of the respondents on 26.03.2020 announcing the date of E-auction as 29.04.2020.

3.

In the replies filed by the respondents, it has been mentioned that in fact 4 bidders got registered and placed 30 bids for the purchase of site in

question against the reserve price of Rs.25000/- per sq. yard. The property was actually e-auctioned at Rs.32,600/- per sq. yard. It has further been

averred that even in the original advertisement it had been mentioned as follows:-

“Any corrigendum pertaining to the site offered or any intimation regarding extension of e-auction shall be announced on

www.psiec.punjab.gov.in.â€

4.

No replication has been filed.

5.

In view of the facts and circumstances of the case, we find no fault in the E-auction process.

6.

Petition is dismissed.

7.

Since the main case has been decided, the pending C.M. Application, if any, also stands disposed of.
