B.S. Verma, J.—Heard learned Counsel for the parties.

Learned Counsel for Respondent No. 6 seeks permission to file power on behalf of Respondents No. 7 to 9.

Mr. Manoj Tiwari, Sr. Advocate assisted by Mr. Alok Mahra, counsel for the Petitioner, states that he does not want to press prayer No. ''C'' and prayed for deleting the same and the relevant para of the writ petition.

Prayer made by learned Counsel for the Petitioner is allowed. Petitioner is directed to file amended copy of the petition by 27.10.2010.

Respondents pray for and are allowed to file counter affidavits within a period of two weeks. One week thereafter is allowed to the Petitioner for filing rejoinder affidavit.

List on 16.11.2010 in part first list for admission/orders.

Heard at length on stay application No. 9002 of 2010 and perused the impugned order dated 17.09.2010, passed by Central Registrar (annexure-1 to the writ petition) and order dated 04.11.2009, passed by Lucknow Bench, High Court of Judicature at Allahabad in Writ Petition No. 10293 (M/B) of 2009, Rakesh Kumar Singh and Ors. v. Union of India and Ors. and order dated 03.02.2010, in Writ Petition No. 556 (M/B) of 2010 Rakesh Kumar Singh and Ors. v. Union of India and Ors.

Having heard learned Counsel for the parties, as an interim measure it is directed that parties shall maintain status quo as on today in respect of the impugned order dated 17.09.2010 (annexure-1 to the writ petition).
