It has been alleged that on the forged document managed from the State of Bihar, the respondent no.8, who is a dreaded criminal in the district of Giridih has been illegally released from jail. He submits that Lokayukta has also examined this aspect of the matter and he has requested Home Secretary to take action against Mr. Kamaljeet Singh, the then District Probation Officer, Giridih and Mr. Praveen Kumar, Superintendent, Central Jail, Medininagar, Palamau.

In view of the said report of Lokayukta, the learned counsel for the petitioner shall array Mr. Kamaljeet Singh, the then District Probation Officer, Giridih and Mr. Praveen Kumar, Superintendent, Central Jail, Medininagar, Palamau as party respondent nos.9 and 10 in this petition in course of the day.

Issue notice upon the newly added respondent no.9 and 10 by registered post with A/d as well as under ordinary process for which requisites etc. must be filed within two weeks.

The State of Jharkhand and the State of Bihar have already filed their counter affidavit.

Mr. Sanjay Kumar Pandey, the learned counsel has appeared on behalf of the respondent no.8.
