1.

The petitioner, who is working as Senior Superintendent at Regional Audit Office, Pathanamthitta, has filed this writ petition challenging Ext.P2 by which he is transferred and posted at Electrical Section, Unnikulam in Calicut. According to the petitioner, he is retiring from service in July 2019 and he has joined the present station only in

2015. It is his case that the transfer is ordered because he is an office bearer of employees union belonging to the rival faction to the ruling

party. The petitioner has submitted Ext.P4 appeal before the Director (Finance), Chairman, Transfer Grievances Redressal Committee, Vydythi Bhavanam, Pattom, Thiruvananthapuram. By Ext.P5 the Chief Engineer (HRM) has ordered to relieve all the incumbents except very few persons mentioned therein. The petitioner submits that he has not received any orders on the appeal.

2.

As the order of transfer itself has provided for an appeal before the appeal committee, it is only appropriate that the appeal committee pass orders and communicate the same to the employees who have submitted appeals.

3.

In the above circumstances, there shall be a direction to the appeal committee to consider Ext.P4 and to communicate the order to the petitioner within a period of two weeks. Till such time the petitioner shall be allowed to continue in the same station.

The Director (Finance), Chairman, Transfer Grievances Redressal Committee, Vydythi Bhavanam, Pattom, Thiruvananthapuram is suo motu impleaded as additional 3rd respondent.
