Judgment

Heard Mr. Deepak Prasad Sahu, learned counsel appearing for the petitioners, Mrs. L. Monomala, learned Government Advocate appearing for the respondent No.1 and Mr. L. Rajesh, learned counsel appearing for the respondents No. 2 & 3.
The present writ petition had been filed with a prayer for directing the respondents to grant incentive to the petitioners at entry level for possessing Higher Qualifications in terms of the guidelines prescribed by the UGC.
Mr. L. Rajesh, learned counsel appearing for the respondents No. 2 & 3 submitted that the respondents No. 2 & 3 have already completed the process for granting the said incentive to the petitioners and as the approval of the State Government is required, they have referred the letter to the State Government for obtaining approval. The learned counsel further submitted that as and when the approval of the State Government is granted, necessary steps should to be taken up by the respondents No. 2 & 3 for granting the incentive sought for by the petitioners.
On the other hand, Mrs. L. Monomala, learned Government Advocate appearing for the respondent No. 1 submitted that as per the letter dated 11.12.2023 from the Deputy Secretary (FD/PIC), Government of Manipur, addressed to the Joint Secretary (Hr. & Tech. Edn.), Government of Manipur, the proposal for grant of incentive for Higher Qualification for faculties of Manipur Technical University as per the UGC Regulations, 2018 is actively under process in the Finance Department and due to non-finalization of the process, the Finance Department (PIC) is not in a position to give the present status of the proposal.
On the last occasion, this Court issued passed an order dated 14.12.2023 directing the learned Government to obtain instructions with regard to the matter. However, the learned counsel submitted that she is yet to receive any instructions about the progress of such proposal.
All the counsels appearing for the parties submitted that the present writ petition can be disposed of by directing all the authorities concerned to expedite the process of consideration and to finalize it within a stipulated period.
In view of the submission made by the learned counsel appearing for the parties, the present writ petition is hereby disposed of by directing all the concerned authority of the State Government to expedite the process for grant of incentive for possessing Higher Qualification to the eligible Faculties of Manipur Technical University, including the present petitioners, as per the UGC Regulations, 2018 and to complete such process within a period of 3 (three) months from today.
With the aforesaid direction, the present writ petition is disposed of.
