Judgment
Sanjay Kishan Kaul, C.J.—The compliance report filed by the Deputy Inspector General of Police/Prisons, indicates the progress made on various counts towards prison reforms. Learned Counsel appointed as Advocate Commissioner of the Court, states that though reforms have been made, but yet a number of issues remain unaddressed and constant monitoring is required.
We thus, consider appropriate to pass the following directions:-
(i) The compliance report is taken on record.
(ii) There will be continuous monitoring through surprise checks by the Tamil Nadu State Legal Services Authority with the assistance of the Court Commissioner to ensure that what is set down on paper actually also happens in the prisons.
(iii) Periodic progress reports will be filed by the State Legal Services Authority on a tri-monthly basis till such time we are satisfied that further monitoring is not necessary.
(iv) The State Legal Services Authority may examine the issue of having a visitors'' panel for each District to assist in that also.
The writ petitions stand disposed of with the aforesaid directions.

Copies of the action taken report of the Prison Department, report of the Advocate Commissioner and compliance report be supplied to the Secretary, Tamil Nadu State Legal Services Authority, Chennai and it is open to the Advocate Commissioner to obtain copies of any of the reports as she desires, from the Registry without charges.
