The Petitioner is an accused in CR No.14/2025 dated 28.04.2025 registered at ANC Police Station. Since April 2025, he was not available and, therefore, Look Out Circular came be issued against him.

2.

Learned Counsel appearing for the State as well as for the Union have confirmed that a Look Out Circular is in existence and in operation against the Petitioner. The Petitioner, at present, is in USA. He intends to travel to India.

3.

The prayers in this Petition are for various reliefs. The Petitioner wanted a copy of the Look Out Circular. The other prayer is for directions to the Authorities not to take coercive steps against him in connection with the aforesaid registered offence. One more prayer is for quashing of the Look Out Circular issued against him.

4.

We are informed by the learned Counsel for the Petitioner as well as the learned Public Prosecutor that the Petitioner has already filed an Anticipatory Bail Application, which is pending before a Single Judge Bench of this Court. In any case, we are not considering the relief in the nature of anticipatory bail and, therefore, we are not issuing any directions not to take coercive steps against the Petitioner.

5.

Learned Counsel for the Petitioner has produced the travel details of the Petitioner. A copy of the said travel details is taken on record and marked 'X' for identification. According to those details, the Petitioner is landing at Dabolim Goa International Airport at the expected time of 7.10 a.m. on 19.11.2025. He is travelling by Air India Express IX-240.

6.

Since, now the Authorities are aware of the Petitioner's expected arrival in India, the learned Public Prosecutor makes a statement that the Investigating Officer shall remain present at the Immigration Counter of Dabolim Goa International Airport around the expected arrival time of the Petitioner. If the Investigating Officer is present at the expected time of arrival of the Petitioner, the Immigration Officer will not have to detain him for an unreasonably indefinite time. The Investigating Officer shall ensure that he takes steps in accordance with law as soon as the Immigration Officer informs him about the Petitioner crossing the barrier. It is needless to say that the Petitioner shall cooperate with the due process of law and the Investigating Officer shall also follow the due process of law. This order shall not come in the way of the Petitioner to pursue his remedy of anticipatory bail urgently before the Single Judge Bench. It is further needless to add that the arrival of the Petitioner in India would, in fact, be in the interest of the State so that he is available to face the due process of law.

7.

With these observations, we are disposing of this Petition. Apart from these reliefs, we are not inclined to grant any further relief. The Petition is disposed of.
