HARYANA State Electricity Board (now HVPN) has come up in appeal against the order dated 3rd April, 1996 passed by learned District Forum, Jind, whereby complaint of one Manjit Singh alleging deficiency in service against the H.S.E.B. has been allowed by passing the following order: "The contention of the learned Counsel for the opposite parties is that the electric connections are being provided strictly as per the seniority list. He has, however, no objection to this Forum directing it to grant electricity connection to the tube well of the complainant expeditiously as early as possible. He has further averred that in all probabilities electric connection to the tubewell of the complainant will be provided within a maximum period of six months. This is acceptable to the learned Counsel for the complainant. In view thereof we direct the opposite parties to grant electric connection to the tubewell of the complainant in his land situated in Village Harigarh, Tehsil Safidon District Jind within a period of six months from the date of passing of this order."

IN fact, the aforesaid order has been passed by the learned District Forum, Jind on the statement made by the opposite party-HSEB. Therefore, in these circumstances, there was no question of H.S.E.B. for filing the appeal. Otherwise also, the approximate period of six months within which the order was to be implemented has expired long back and now the appeal being more than two years old deserves to be dismissed as in fructuous. We order accordingly. There shall be no order as to costs. Appeal dismissed.
