In para 11 of this writ petition, it is stated as under:

"11. That it is pertinent to mention here that the order relied upon by the learned Tribunal i.e. O.A. No.512/2015 and batch of cases basing on which the impugned order in the present O.A. has been passed, is now subject matter of challenge before this Hon'ble Court in W.P.(C) No.22057 of 2019. In the said case, this Hon'ble Court has stayed the order passed by the learned Tribunal in O.A. No.512/2015 and batch of cases (Sanjulata Sethi Vs. State of Odisha and Others)"

This Court has in its order dated 15th July, 2021 dismissed the aforementioned writ petition i.e. W.P.(C) No.22057 of 2019 which has been reported in 2021 (II) OLR 401 (State of Odisha v. Sanjulata Sethy). Even the present petition challenging the order dated 2nd August, 2019 of the Odisha Administrative Tribunal (OAT), Bhubaneswar passed in O.A. No.2321 of 2019 was filed only on 19th January, 2021. The explanation offered in para 12 of the present petition for the delay in filing the petition is not convincing.

In that view of the matter, the writ petition is dismissed on the ground of delay and laches and in view of dismissal of W.P.(C) No.22057 of 2019.
