After hearing Mr.A.Nagarajappa, learned advocate appearing for the appellant in support of the writ appeal and Mr.V.Sreenidhi, learned additional government advocate appearing for the respondents, we feel justice will be sub served if this writ appeal is disposed of, by granting liberty to the appellant to make a detailed representation by fortnight, addressed to the respondent No.3.

A copy of such representation shall, also, be handed over to Mr.V.Sreenidhi, learned additional government advocate, appearing for the respondents.

The respondent No.3 is directed to consider such representation, after giving opportunity of hearing to all the concerned in the matter and dispose of the same by passing a reasoned and speaking order, within a period of four weeks.

While deciding the matter, the respondent No.3 shall not be influenced by the order passed by the learned Single Judge.

Till the disposal of the representation, no fresh appointment shall be made to the post of Project Director.

We make no order as to costs.

As the main matter itself is disposed of, I.A.No.I/2016 and I.A.No.2/2016 do not survive for consideration. They are, accordingly, disposed of.
