The petitioner has now confined her claim for promotional avenues and also to allow her the stepping-up under the Assured Career Progression Scheme from due date. The petitioner was appointed as Steno-Typist in Baba Balak Nath Sanskrit College, Chakmoh, Tehsil Barsar, District Hamirpur on 18th August, 1984. Since there is no promotional avenue available to the petitioner, she made representations vide Annexure P-10 and P-11 to respondents No. 2 and 3 for granting her promotion. The case of the petitioner was duly recommended by respondents No. 3 and 4. However, the fact of the matter is that the representation made by the petitioner was rejected vide Annexure P-12, dated 14th January, 2009. The petitioner has also not been granted stepping-up under the Assured Career Progression Scheme. It has also come in para-3 of the reply filed by the respondents that the case of the petitioner would be considered under the Assured Career Progression Scheme at the time or DPC meeting to be held in future. However, till date the same has not been considered.

It is well settled by now that there should be at least two or three promotional avenues for every employee to improve public service and to remove stagnation and avoid frustration amongst the employees. The case of the petitioner by now should have been considered under the Assured Career Progression Scheme. Accordingly, in view of the observations and discussions made hereinabove, the petition is allowed with a direction to the respondents to provide two or three promotional avenues to the incumbents of the post the petitioner is holding as per law laid down by their Lordships of Hon''ble Supreme Court in Food Corporation of Food Corporation of India and Others Vs. Parashotam Das Bansal and Others, and A. Satyanarayana and Others Vs. S. Purushotham and Others, and also to consider the case of the petitioner for stepping-up under the Assured Career Progression Scheme from due date, within a period of three months from the date of production of a copy of this judgment by the petitioner, with all consequential benefits. The pending application (s), if any, also stands disposed of. No costs.
