We are not satisfied that the Collector acting under the rules framed under the District Municipalities Act, 1884, is a Court'' within the meaning of Section 195, Criminal Procedure Code. If he is not a ''Court'' no appeal lies to the District Judge.

We, therefore, dismiss the petition.
