Judgment
Arindam Sinha, J
Mr. Sethi, learned advocate appears on behalf of petitioner and submits, by circular dated 12th November, 2018 I.G. of Police (Headquarters),
Odisha ordered that recruit Constables/Sepoys, who have not passed Constable/Sepoy Course of Training shall not be eligible for membership in
Odisha Police/OSAP Havildar, Constable and Sepoys Association. This order was not complied with and his client made representation. Subsequently,
his client moved Court earlier and order dated 8th October, 2021 was passed by co-ordinate Bench disposing of W.P.(C) no.29684 of 2021, directing
the representation to be considered and dealt with. The authority did not do so but notified election by memo dated 10th December, 2021, went ahead
and held it. His client is before Court.
Mr. Panda, learned advocate, Additional Government Advocate appears on behalf State.
Concerned opposite party will file counter by 4th March, 2022. Petitioner may file rejoinder by 14th March, 2022.
