In the present writ petition, the grievance which is being raised by the petitioners is that respondent No.3-Institute is not giving No Objection

Certificate to the petitioners so as to join another institution for completing their studies, which institution has the required infrastructure for imparting

the instructions.

Learned counsel for the petitioners argues that the petitioners had taken admission with respondent No.4-Institute i.e. Adesh Institute of Information

Technology and Management, Ludhiana, which institution was closed by the management in July, 2020 and the petitioners have been made to join

respondent No.3-Institution, which institution does not have the required infrastructure to render the quality education.

The prayer of the petitioners is that before the petitioners join another institution for completion of their studies which they are already undertaking, a

No Objection Certificate is required to be given by the institution, which is not being given to the petitioners, which is causing prejudice to them.

Learned counsel for the petitioners submits that the petitioners have already raised the said grievance before respondent No.2- I.K Gujral, Punjab

Technical University, Jalandhar-Kapurthala, as respondents No. 3 and 4 institutions are affiliated to the said University, by filing representations copies

of which has been attached alongwith the petition as (Annexure P-4) and the petitioners will be satisfied at this stage, in case a direction is issued to

respondent No.2-University to decide their claim for issuance of appropriate directions to respondents No. 3 and 4 for the grant of No Objection

Certificate at the earliest so that the petitioners are able to join appropriate college for continuance of their studies.

Without commenting upon the merits of the case or about the entitlement of the petitioners, the present writ petition is disposed of with a direction to

respondent No.2 to consider the claim of the petitioners for issuing appropriate directions to respondents No. 3 and 4 for the grant of No Objection

Certificate to the petitioners so as to join another appropriate college for continuance of their studies, within a period of two weeks from the receipt of

copy of this order.
