Pursuant to the order dated 10th February, 2026, Mr K. Khan, learned AAG has tendered the ‘Action Taken Report’, of the State Government, through the Joint Secretary, Transport Department. The said report is taken on record and a copy thereof is served on the learned Amicus Curiae.

From the said report, it is evident that the Office of the Deputy Commissioner, Ri-Bhoi District, has handed over 11.75 acres of land to the Transport Department on 28th January, 2026 and subsequently, the Transport Department has handed over the land to the Airports Authority of India (AAI) on 6th March, 2026. The report also evidences that the Defence land which was required for expansion of the Shillong Airport, has been handed over by the Defence authority to the Transport Department pursuant to the MOU on 27th February, 2026 and thereafter, the said land i.e., 10.30 acres of the Defence land was handed over by the Transport Department to the AAI, free from encumbrances on 6th March, 2026.

The requisite documents of handing over have been annexed to the said Action Taken Report. The report also evidences that in view of the handing over of the Defence land, the Transport Department has handed over 7.7255 acres of land in lieu of 10.30 acres of Defence land to the Defence Estate Officer, Guwahati Circle on 6th March, 2026.

According to Dr N. Mozika, learned DSGI, some time will be required to obtain necessary environmental clearances for the said project i.e., expansion of the Shillong Airport, both, from the State as well as the Central Government. He further states that the Concept and Design level approval for expansion of the Shillong Airport and other allied works has been approved by the DGCA on 27th January, 2026. He states that the AAI will apply for execution level approval to DGCA alongwith relevant documents as required.

To enable Dr N. Mozika, learned DSGI to take instructions from the DGCA with respect to the time required for execution level approval, stand over to 24th March, 2026.

Needless to state that Mr K. Khan, learned AAG to also inform as to the time required for getting environment clearance from the State Government, so that the project of expansion of Shillong Airport can be taken into its logical end.
