Judgment

Reply by way of affidavit of Block Development and Panchayat Officer, Machhiwara, District Ludhiana on behalf of respondent Nos.2 and 3 filed today in Court is taken on record. Alongwith the reply, he has appended Annexures R-1 to R-3, giving the details on which dates the petitioner may inspect the records of respective Gram Panchayat to collect the information as he has sought for under the Right to Information Act, 2005.
Learned counsel for the petitioner submits that since the month of October has now started, he would not be in a position to adhere to the schedule relatable to Blocks Machhiwara, Ludhiana 1, Ludhiana 2 and Dehlon. Rest of the schedule he will follow as of now and for these four blocks i.e. at Sr.Nos.1 to 4 of Annexure R-1, an extended period of three months may be provided.
The prayer made by counsel for the petitioner is accepted. After the schedule already fixed i.e. upto 13.02.2020, the time and dates with regard to blocks mentioned at Sr.Nos.1 to 4 of Annexure (R-1) be provided to the petitioner by the end of January 2020.
Learned counsel for the State submits that in case the petitioner chooses not to visit the Gram Panchayat of a particular village as per the schedule, he may provide the information in advance so that the routine work of the Gram Panchayat is not effected in any manner.
The prayer made by counsel for the State is fully justified and counsel for the petitioner accepts the same as well and undertakes that the petitioner shall intimate in advance about his not visiting the Gram Panchayat for inspection of the records. He further states that in case the petitioner choses to visit only few of the Gram Panchayat, he would provide the schedule of the said visits to the Block Development and Panchayat Officer of the concerned block in advance to facilitate the process of inspection.
With the abovesaid directions, the present writ petition stands disposed of. The parties would be bound by the statements/affidavit given by the respective parties and their counsel.
