The Writ Petition has been filed seeking to direct the respondents to grant permission to conduct Orchestra in the event of Birthday function of the petitioner's son at Periyanarkunam Village, Bhuvanagiri Taluk, Cuddalore District, on 09.02.2023, between 06.00 p.m. and 10.00 p.m., by considering the petitioner's representation dated 24.01.2023.

Learned counsel appearing for the petitioner submitted that in order to conduct Orchestra on 09.02.2023, from 6.00 p.m. to 10.00 p.m., in connection with the Birthday Function of petitioner's son at Periyanarkunam Village, Bhuvanagiri Taluk, Cuddalore District, the petitioner has sent a representation dated 24.01.2023 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed.

Learned Government Advocate (Crl.Side) appearing for the respondents submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.

I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.Side) appearing for the respondent police.

It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a circular memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police are hereby directed to consider the representation of the petitioner, dated 24.01.2023 and pass suitable orders based on the above said circular.
