Heard. The petitioner has made a prayer to the effect that he be permitted to participate in the 5th round of Online/Offline counseling for admission to Post Graduate Degree/Diploma course in medical colleges.

For the aforesaid purposes, instructions have been issued by the Director of Medical Education, State of M.P. Copy of the instruction has been filed as Annexure P-5 alongwith the petition.

It is mentioned in the aforesaid instructions that it is compulsory for all the candidates, who are declared as qualified in NEET (PG) 2013, to get themselves registered online within specific time limit. It is further mentioned that only registered candidates would be allowed to participate in the process of seat allotment counseling. The petitioner appeared in NEET (PG) 2013 examination and he was placed at Sl.No. 61432. He did not register himself online for the purpose of PG Medical 2013 Counseling.

The contention of the petitioner is that subsequently the candidates, who were below the petitioner in the merit list of NEET (PG) 2013 Examination, have been permitted to participate in the counseling, hence, the petitioner has a right to participate in the counseling.

It is an admitted fact that the petitioner did not get himself registered online for the purpose of MP PG Medical 2013 Counseling. The guidelines, which are mandatory in nature, prescribe that only registered candidates would be allowed to participate in the process of seat allotment. Because the petitioner did not register himself, hence, he has to blame himself for non-registration. Due to the aforesaid lapse, in our opinion, the petitioner could not be permitted to participate in the counseling because online registration is a necessary requirement, the petitioner lacks aforesaid requirement. Consequently, we do not find any merit in this petition. It is hereby dismissed. No order as to costs.
