The petitioner had participated in the item ‘Kathakali Sangeetham’ in the School Kalolsavam. The petitioner could only secure on the 3rd position.
The specific ground urged is that the parameters which are stipulated vide Ext.P5 has not been taken into account by the judges, as could be seen from Ext.P4. They only assigned total marks to each candidate, without specifically indicating the marks awarded for each parameter, as contemplated in Ext.P5.
The learned Government Pleader would submit that Ext.P4 would not indicate consideration of such parameters.
This Court notice that the parameters for the purpose of assessment of performance for ‘Kathakali Sangeetham’ are as follows:

Now a perusal of Ext.P4 would indicate that none of the above parameters were considered specifically with respect to each candidate. All what is seen reflected in Ext.P4 is the total marks obtained by the candidate. The serious defect in evaluating the performance in terms of the directions should enure to the benefit of the petitioner.
In the circumstances, the writ petition is allowed and the petitioner is permitted to participate State School festival in the event ‘Kathakali Sangeetham’. There will be a direction to that effect. This writ petition is allowed as indicated above.
