COMPLAINT is very short, it is extracted fully as under : " I am working as a teacher in K.C. Bidyapitha, Janla. My village situates at a distance of five km. for the Gruhalaxmi Cooking Agency, Khurda Road (Jatna). For the last one year I am sending my son and other relatives to the said Gas agency for Gas connection. The Manager of the said agency is telling that there is no provision to supply gas to villager without obtaining prior permission from the higher authorities of Hindustan Petroleum. On the other hand, the Authorities of Hindustan Petroleum advising my son to contract the gas agency to obtain the connection. Without getting any other way and after being failed in all my attempts, I have decided to submit this application."

Mr. C.A. Rao, learned Counsel appearing for opposite parties submitted that the dealer could not have supplied a gas connection as admittedly complainant is not within the notified area council for which dealer was appointed.
