Thottathil B. Radhakrishnan, J.—Having regard to the issues raised and because the petitioner''s is an isolated case, we are of the view that ends of justice would be satisfied, if Ext. P2 representation gains meaningful consideration at the hands of the State Government. The said representation is made to the State Government and TDB authorities. We, therefore, direct that Ext. P2 representation will be considered by the Government, with notice to the TDB and if, the Government decides to extend any measure of succor, having due regard to the totality of the facts and circumstances, that may be done, without treating this as a precedent, but treating the incident as an eye-opener. In so far as the other aspects of crowd management, disaster management etc., the plea raised by the petitioner is gaining abundant consideration at the hands of the Government and of this Court, apart from TDB authorities, as is discernible from the different matters which are gaining consolidated attention of the learned Ombudsman and of this Court, also taking into consideration of the views of the High Power Committee and also the Infrastructure Development Committee. Let disposal of the representation, as aforesaid, be carried out with notice to the petitioner and let the decision be communicated to her, within an outer limit of four weeks, from the date of receipt of a copy of this judgment along with copy of the representation. Ordered accordingly, without expressing anything on the merits of the petitioner''s claim.
