Judgment
A preliminary counter affidavit dated 29th October, 2022 has been filed stating inter alia that the vehicles with different number endings have been given separate slots for registration for the purposes of fixation of HSRP plates. The last of the slots is for the vehicles with the number ending 9 and 0 for which the deadline is 28th February, 2023. However, for the vehicles ending with 1 and 2 the deadline is day after tomorrow i.e. 30th November, 2022.
In the rejoinder affidavit handed over today in Court, the Petitioner points out that given the total number of registered vehicles from 2010 onwards in the State of Odisha is around 49 lakhs. According to the Petitioner, given that the daily availability of online slots for applications for fixation of HSRP plates is only in the thousands, the aforementioned time deadlines are stated to be wholly unrealistic.
Enclosed with the rejoinder is a copy of the letter dated 6th October, 2022 written by the Joint Secretary to Government, Commerce and Transport Department to the Transport Commissioner, Odisha inter alia asking the latter to assess the number of old vehicles, the capacity of HSRP Manufacturers and to “refix timeline accordingly, after due approval by Government.”
Learned Standing Counsel (Transport) is unable to inform the Court whether the above letter dated 6th October, 2022 was replied to by the Transport Commissioner, Odisha. He accordingly seeks a short adjournment.
