In view of the order that is proposed to be issued, notice to the 5th respondent is dispensed with.
The appointment of the petitioners were approved with effect from 06.11.1997, 01.10.2002 & 14.08.2009 respectively. Petitioners had been initially appointed under LWA vacancies as per Exts.P1 to P3. Since no financial liabilities would occur to the State, the Manager as per Ext.P5 proceedings shifted the vacancies to the dates of original appointments. However, Ext.P5 is stated to have been not ratified by the 4th respondent stating that permission from the 1st respondent is required. The 5th respondent has preferred Ext.P7 representation before the 1st respondent and the petitioners seek early disposal of the same.
In view of the limited prayer made, this writ petition is disposed of directing the 1st respondent to consider and pass orders on Ext.P7 representation after hearing the petitioner and the 5th respondent and with due regard to Ext.P8 circular, at the earliest, at any rate, within three months from the date of receipt of a certified copy of this judgment.
