Mr. P. Yobin, learned counsel for the petitioner has submitted that as far as the prayer made in this petition is concerned the two NITs dated 16.07.2020 and 30.07.2020 for improvement at selected stretches of Mawsynram-Hatmawdon-Ryngku (MHR) Road from 18th to 20th Km including construction of raised footpath with railing at Nongtrai & improvement including metalling & blacktopping of an approach road to Nongtrai Village under SPV and for improvement including metaling and blacktopping of Nongtrai-Shella Road (L=5.286 km) under SPV respectively was floated calling upon competent parties to respond to the same. However, the learned counsel for the petitioner has submitted that it is reliably learnt by the petitioner that the work has already been completed and as such this petition has become infructuous in this regard.
The pertinent issue however remains inasmuch as the grievance of the petitioner is for an alleged diversion of fund from the SPV fund for construction and repair of such road, which issue is yet to be settled. In this regard, it is prayed that an additional affidavit may be allowed to be filed to bring on record the latest development and for the prayer in this petition to be amended.

The prayer made by the petitioner is found acceptable by this Court, the same is allowed. Let the additional affidavit be filed within the next date fixed. Advance copy may be issued upon the State respondent to allow any response to the same to be filed within the next date fixed.
