1.

Petitioners have done “Panchakarma Assistant” course from Uttarakhand Open University. Initially, they were not registered by the respondent no. 4. All the same, subsequent to the order passed by this Court in WPMS No.1866 of 2013 and other connected matters, a Committee was constituted which ultimately passed an order on 28.03.2014, in terms of which, the persons who were from biology stream had to undergo three months “bridge course” and others from non- biology/science stream had to undergo one year “bridge course” and thereafter they were required to appear in an examination. Qualifying in the same would entitle them a registration with Bhartiya Chikitsa Parishad, Uttarakhand.

2.

Presently, the petitioners are the ones who had done the same “Panchakarma” course and have also finished the “bridge course”. But after doing the “bridge course”, petitioners have refused to appear in the examination. Hence, their registration is not being done.

3.

Since it was the condition precedent in the scheme made by the Committee vide its order dated 28.03.2014 and since the same was done in pursuance of the orders of this Court, the petitioners will have to appear in the examination after finishing the “bridge course”. The petitioners must appear in the examination which shall be conducted by the respondent no. 4 as early as possible. Respondent no. 4 shall announce the date of examination in two newspapers which have a wide circulation in the State of Uttarakhand within a period of three days from the date of production of a certified copy of this order. In case the petitioners appear in the examination and qualify the same, the petitioners shall be registered forthwith.

4.

As regards the petitioner who has not done the “bridge course”, it is made clear that he will have to finish the “bridge course” first and only thereafter he can appear in the examination.

5.

In view of the above directions, the writ petitions stand disposed.
