Jaswant Singh, J.—Petitioner is an aspirant for the posts of Junior Engineer (Electrical) advertised by the respondent-University vide advertisement no. 1 of 2014(P-2). He has been considered ineligible and hence the petition.

It is averred that the petitioner possesses qualification of Diploma in Electronics and Communication and Haryana Staff Selection Commission while filling up the posts of Junior Engineer (Electrical) for appointment to various Departments of Government of Haryana are considering the qualifications of Diploma in Electronics and Communication as equivalent qualification of Diploma in Electrical and thus considering the candidates with such qualification to be eligible for consideration to the post of Junior Engineer(Electrical). Hence it is prayed that the University also be directed to treat them as eligible.

Having heard learned Counsel for the petitioner at length and perusing the paper book, this Court is not inclined to accept the plea raised on behalf of the petitioner. It is admitted that the petitioner does not possess the laid down qualification for the post of Junior Engineer (Electrical). His representation also has been considered by the university and rejected by holding that he is ineligible as per Rules. Merely because the Staff Selection Commission on earlier occasions has treated the said qualifications to be equivalent does not mean that the university, which is an autonomous body is bound by said decision of the Staff Selection Commission. Thus this Court finds no ground to interfere in the impugned order by invoking jurisdiction under Article 226 of the Constitution.
