The petitioner is a grantee of letter (Ext.P1) of intent for conducting quarrying operations. Since the validity of Ext.P1 was limited to one year, the petitioner submitted an application for extension of validity of letter of intent. It was rejected as per Ext.P5 order. The petitioner submitted Ext.P6 appeal challenging Ext.P5 order under Rule 98(1) of the Kerala Minor Mineral Concession Rules, 2015 before the 1st appellate authority.

The limited prayer in this writ petition is to give a direction to the 1st appellate authority to dispose of Ext.P6 appeal within a time frame.

Having heard Sri. Philip J. Vettickattu, the learned counsel for the petitioner and Smt. Vidya Kuriakose, the learned Government Pleader, this writ petition is disposed of with a direction to the 1st appellate authority (The Additional Secretary, Department of Industries, Government Secretariat, Thiruvananthapuram) to dispose of Ext.P6 appeal, in accordance with law, after hearing the petitioner, within a period of two months from the date of receipt of a copy of this judgment.
