Petitioner has preferred this writ petition seeking a direction to the respondents to accept his application for issuance of production certificate by
accepting the application manually along with the required documents or to provide option in the online mode for submission of documents.
After hearing learned counsel for the petitioner, it would appear that if the online portal does not provide for submission of document, the petitioner
is free to submit the application in the manner sought for by the Department. Whether or not such application is accepted by the Department is an
issue which has not fallen for consideration at this stage.
This Court would not interfere in the process of submission of application form devised by the Department under its policy of ""ease of doing
business"". It is settled law that writ Court would not interfere in the policy matter of the Government. The petitioner is at liberty to move online
application form in the manner the Department would accept the same.
The writ petition is dismissed, subject to the observation as above.
