Judgment

None appeared for the petitioner. Mr. A. Vashum, learned GA appeared for the respondents.
In the earlier round of litigation filed by the present petitioner, the authorities in their counter affidavit took the stand that in respect of a Department, the candidates will be selected for training on the basis of seniority. However, in the present case, learned GA informed this Court that as per instructions given by the authorities, the selection of the candidate in respect of the Education (S) Department was done on the basis of seniority and different designation.
In my considered view, the respondents are taking stand which is contrary to the stand taken by them in the earlier round of litigation and that as and when it suited them they change the criteria of selection.
This Court took serious view of this matter and accordingly, it is hereby directed that the Director General, State Academy of Training, Takyelpat, Imphal and the Additional Director, State Academy of Training, Takyelpat, Imphal are directed to appear personally before this Court on 24th February, 2023 at 10:30 am to explain their conduct in selecting the candidates for the said training.
List this case again on 24th February, 2023.
Registry is directed to furnish a copy of this order to the said officials during the course of the day.
