Antony Dominic, J.—Petitioner says that proceedings in TLB 1/2009 are pending against the assignor or his land, to which, he is also a party. He refers to Ext.P2 notice dated 23-11-2010 in this context. According to the Petitioner, the proceedings are pending and in the meanwhile, the land has been handed over to BSF to build a helipad. It is complaining of the above, this writ petition is filed.

If as stated by the Petitioner, the proceedings are still pending before the first Respondent, obviously, during the pendency of the proceedings, the land could not have made use of for any purpose. Therefore, I direct that the first Respondent shall complete the proceedings in TLB 1/2009, with notice to the parties concerned, as expeditiously as possible and at any rate, within two months from the date of production of a copy of this judgment. It is directed that in the meanwhile, the land involved in the proceedings shall not be made use of including the building of helipad by BSF as stated by the Petitioner.

Petitioner shall produce a copy of this judgment and writ petition before the first Respondent for compliance.

Writ petition is disposed of as above.
