Issue notice to the non-applicants as well as to the learned Amicus Curiae returnable on 6th December, 2001 at 2.00 P.M.

Copy of this application be also forwarded to Shri Bhure Lal who should constitute an agency which would independently carry out random inspection at the petrol pumps, oil depots and tank lorries in Delhi and give a report with regard to the quality of petrol and diesel available there. It will not be necessary for such an agency to give advance notice before lifting samples as it will be helpful if there is an element of surprise.

Copy of this order be sent by the Registry to Shri Bhure Lal alongwith a copy of the application within this week. Shri Bhure Lal is requested, if possible to give a Report to this Court on or before 5th December, 2001.

It is made clear that the expenses in connection with the execution of the work done by the above agency will be to the account of the Union of India.

Mr. Dwivedi, learned senior counsel appearing for NCT of Delhi states that the N.C.T. of Delhi has recommended to the Central Government that wearing of a seat belt should be made mandatory in the front seat. On a query being raised, Mr. Mukul Rohtagi, learned Addl. Solicitor General has informed this Court that on the next dated of hearing he shall inform as to when will the necessary orders be passed in this regard initially for the front seat the preferably if for the rear seats in an effort to save human lives in case of accidents.

An application has been filed by the learned Amicus Curiae praying for certain directions inter alia relating to trucks and buses which are merely transiting through Delhi and direction against the plying of buses of Rajasthan State Roadways Transport Corporation and Rajasthan Roadways from Bikaner House. The said application is taken on board. Issue notice to the National Capital Territory of Delhi, Delhi Police, Union of India as well as to the Rajasthan State Road Transport Corporation. Mr. S. Wasim A Qadri accepts notice on Behalf of Mr. D.S. Mahra for NCT of Delhi and Delhi Police. Mr. A.D.N. Rao accepts notice on behalf of Mr. B.V. Balaram Das for the Union of India and Mr. Sushil Kumar cerTain accepts notice for the Rajasthan State Road Transport Corporation. Reply be filed by 5th December, 2001.

N.C.T. of Delhi will also on the next date of hearing file an affidavit giving a status report with regard to the compliance of the earlier orders passed by this Court relating to compliance of traffic regulations and safety of the school children travelling in the buses.
