Judgment

This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).
Heard Mr. Manoranjan Mohanty, learned senior counsel for the petitioner. Perused the writ petition as well as documents annexed thereto.
On perusal of the writ petition, it is found that the prayers made in the writ petition in two folds:-
Firstly, the petitioner assails the order of rejecting his prayer to engage defence representative of his choice; and
Secondly, the petitioner is also aggrieved by inaction of the authorities in providing documents, papers as is required to prepare effective reply to the charge made against him.
Considering such submissions, this Court is of the view to issue notice to the opposite parties.
Issue notice to the opposite parties on the question of admission.
Issue notice to the Opposite Parties by Registered Post with A.D. by fixing a short returnable date. Requisites be filed within three working days.
List this matter in the 2nd week of May, 2023.
Counter affidavit, if any, be filed in the meantime.

As an interim measure, it is directed that further proceeding in departmental enquiry pending against the petitioner shall remain stayed till the next date.
