The petitioner has prayed for setting aside the order dated

05.04.2014 (Annexure-P/1), whereby the petitioner was held

to be ineligible by the respondents for not possessing the

requisite qualification of passing computer examination.

Learned counsel for the petitioner submits that the

petitioner has requisite qualification because he has

passed the computer examination from Ayusi (ITC) Rewa. Learned counsel for the petitioner advanced singular

contention. He submits that the said institution is duly

recognized by Government of India, Ministry of Labour

and Employment by communication 25.05.2007

(Annexure-P/9).

Shri Vishal Dhagat, learned Govt. Advocate has

opposed it on the basis of eligibility condition prescribed

in the Scheme (Page 26).

No other point point is pressed by learned

counsel for the parties.

I have heard learned counsel for the parties and

perused the record.

The eligibility conditions as per the Scheme are as under:

"VERNACULAR MATTER OMITTED" 1) Diploma from all Universities recognized by UGC. ii) Diploma from all Open Universities recognized by UGC. iii) Diploma level examination from DOEACC. ¼"VERNACULAR MATTER OMITTED" ls DOEACC is Affiliated/Accredited "VERNACULAR MATTER OMITTED" iv) Modern Office Management Course from Govt. Polytechnic College. "VERNACULAR MATTER OMITTED"

A plain reading of this provision makes it clear that a

candidate must have passed the computer examination

from a recognized institution and such recognition must

be given by UGC or DOEACC. No other qualification is

recognized in the scheme. Petitioner, admittedly, does

not have possessed the said qualification from an

institution which is either recognized by the UGC or

DOEACC. Thus, I am unable to hold that the petitioner

possesses requisite qualification of computer pass as per

the relevant scheme for appointment of Gram Rojgar

Sahayak. Thus, I find no reason to entertain this petition.

Petition is bereft of merit and is hereby dismissed.
