[1]. Petitioner has prayed for grant of anticipatory bail in case bearing FIR No.323 dated 07.12.2019 registered under Section 420 IPC at Police

station Civil Lines, Amritsar.

[2]. Petitioner is working as a Block Development Panchayat Officer. The allegations against him are that he has duped many handicapped persons

on the false assurance of getting them appointed in Government Jobs. Being a public servant, petitioner is not expected to run any society. Petitioner

has not sought any permission from the competent authority for involving himself in the cause of representing the interest of handicapped persons by

forming a society under the name and style of “Handicapped Welfare Union, Punjabâ€. Further allegations are that the Investigating Officer has

recorded statements of some persons to the effect that the petitioner has charged hefty amount from them to get them recruited in some Government

Jobs.

[3]. Evidently, some writ petitions were also filed in the High Court by the handicapped persons.

[4]. Perusal of memorandum of parties of CWP No.13828 of 2013 would show that the aforesaid petition was filed in a public interest. Petitioner No.1

i.e. Handicapped Welfare Union, Punjab was represented by the petitioner as its president.

[5]. In view of aforesaid, it is not a case of granting any indulgence in favour of the petitioner. In my considered opinion, custodial interrogation of the

petitioner is required. This petition is found to be totally devoid of merits and is dismissed as such.
