Tejinder Singh Dhindsa, J.—It has been pleaded that the petitioner was recruited as a Constable in the year 1994 and thereafter, promoted as a Head Constable. In the year 2006, the petitioner has successfully completed the refresher course as per requirement under Rule 19.22 of the Punjab Police Rules, 1934. On 06.04.2011, the petitioner was placed under suspension on account of contemplation of disciplinary proceedings. In the year 2011 itself, persons junior to the petitioner were sent for the lower school course, while the petitioner was ignored on account of the pendency of departmental proceedings. Counsel for the petitioner would submit that the departmental proceedings have since culminated and the petitioner has been issued a simple warning in the year 2012. However, on 06.11.2012, 27.02.2012, 01.12.2012 and 01.01.2013, junior to the petitioner have been deputed to the lower school course ignoring the petitioner without any justifiable reason.

In the light of such facts noticed hereinabove, I deem it appropriate to dispose of the present writ petition with a direction to respondent No. 2 to consider the claim of the petitioner and to take a final decision on the representation dated 25.04.2013 (Annexure P-10) strictly in accordance with law and by passing a speaking order within a period of two months from the date of receipt of a certified copy of this order. Disposed of.
