Judgment

Heard Mr. I. Denning, learned counsel for the petitioner.
Mr. Sukumar, learned G.A., has produced an Order dated 01.03.2021 issued by the Chairman, District Level Committee, Imphal East, Office of the Deputy Commissioner, Imphal East District wherein the name of the petitioner appears at Serial No. 5 and the operative portions of the order reads as under:
“2. And whereas, in this regard, the DLC examined and deliberated upon the proposals submitted by the Chairperson of the Local Level Monitoring Committees (Sub-Divisional Officer, Keirao-Bitra & Porompat) vide her/ his letter NO. 3/3/SDO/KBT/L/D/09/pt.II dated 17.01.2020, No. 3/3/SDO/KBT/L/D/09/pt.II dated, 30.01.2021 (3 applications); No. 23/SDO/P/Paddy Act/2017(pt.) dated, 23.07.2020 and 25.11.2020 along with No. 23/SDO/P/Paddy Act, 2015 dated 28.12.2020. From the reports, it is observed that the areas of lands proposed for reclamation are within the upper limit of area for such conversion as provided in the Act of 2014, that is, 0.20 acres in Panchayat areas. The reclamation of the land will not adversely affect the ecological conditions on the adjoining lands. There are no other homestead land recorded in the name of the applicants or his/her family members in the records of rights as verified by DCs/SDOs/SDCs of different districts. The reclamations are for the sole purpose of construction of dwelling house of the applicants. And, the said lands are adjacent to approach roads and have separate ingress and egress facilities.
And whereas, after considering the above situation of the lands in detail, and in exercise of the powers conferred U/s 7(1) of the Act of 2014, the DLC unanimously agreed and decided to give permission for conversion of paddy land for construction of residential building to the owner of the lands in question. Hence, the DLC recommended for reclamation of the paddy lands described above.
Now, therefore, the Sub-Divisional Officer(s) Keirao Bitra and Porompat, Imphal East District through the office of subordinate revenue officers, is hereby directed to take up necessary action for mutation/updation of land records by effecting change of class of land from agricultural lands to homestead lands in respect of the patta lands described above.”
Accordingly, this writ petition is disposed of by directing the respondents to take appropriate steps in terms of the Order dated 01.03.2021 issued by the Chairman, District Level Committee, Imphal East.
Mr. Sushilkumar, learned counsel appears on behalf of the respondent Nos. 5 & 6.
Writ petition is accordingly disposed of with the aforesaid directions.
The Order dated 01.03.2021 is placed on record.
