In this writ petition the petitioner has prayed for a writ in the nature of certiorari to quash the order dated 03.09.2010 Annexure-A passed by the third respondent. Petitioner is working as Development Officer in the respondent Khadi Board. Without verifying the documents and without securing necessary certificates from the concerned authorities the petitioner recommended &r payment of working capital in favour of Sri Reddy Khadi Gramodhyoga Sangha, Belavadagi Villege, Chittapura Taluk, Gulbarga District. For this misconduct Articles of charges were issued, enquiry was held and the impugned order of penalty came to be passed reducing the basic pay for a period of one year. Hence this writ petition.

A reading of the impugned order specifies that petitioner without verifying the records and securing necessary certificates from the concerned authorities and without following the norms processed the file and recommended for payment of working capital, On verification it was found that the payments are made to Sri Reddy Khadi Gramodyaoga Sangha on the basis of false records. In these circumstances the Enquiry Officer held that the charge as proved. The disciplinary authority by taking into consideration all the circumstances passed the impugned order of penalty. I find no justifiable ground to interfere with the impugned order. Accordingly writ petition is hereby dismissed.
