[1] When the matter is taken up for consideration, it has been submitted by Shri Ch. Ngongo, learned counsel appearing for the petitioners that the instant writ petition can be disposed of in terms of the earlier order dated 7-4-2015 passed by this Court in WP(C) No. 330 of 2015. The order reads

as under:—

Heard Shri P. Tamphamani, learned counsel appearing for the petitioners and Smt. Ch. Sundari, learned Govt. Advocate appearing for the

respondents.

It is submitted by the learned counsel appearing for the petitioners that the present writ petition can be disposed of in the light of the earlier order passed by this court. The learned counsel appearing for the respondents has no objection to the petition being disposed of in terms of the earlier order.

It is also submitted by the learned counsel appearing for the petitioners that petitioners, relatives, bona fide well wishers and friends of the deceased persons are allowed to enter the Memorial Tomb at Chingmeirong Cheiraoching to offer floral tributes every year on the 13th April. The apprehension of the petitioners is that the respondents used to restrict number of persons to participate in the said ritual ceremony by issuing different orders just one day ahead of the day of ceremony and accordingly, the present writ petition is being filed.

Having heard the learned counsel appearing for the parties, the present writ petition is disposed of with the direction to the state respondents to allow the petitioners, relatives, bona fide well wishers and friends of the deceased persons to enter the Memorial Tomb at Chingmeirong Cheiraoching to offer floral tributes at the aforesaid place as has been done in the earlier years pursuant to the orders passed by this court.

However, this order shall not preclude the state authorities to take appropriate measures towards maintenance of law and order in the area. The writ petition is disposed of accordingly.

[2] In view of the above, the writ petition stands disposed of with the direction that the State respondents shall allow the petitioners, relatives, bona fide well wishers and friends of the deceased persons to enter the Memorial tomb at Chingmeirong Cheiraoching to offer floral tributes at the aforesaid place as has been done in the earlier years pursuant to the orders passed by this court.

[3] The performance of the said ritual shall be permitted in between 6.25 a.m. and 5.00 pm on 13-4-2021. This order shall not preclude the state authorities to take appropriate measures towards maintenance of law and order in the area. It is made clear that the petitioners, relatives, bona fide well wishers and friends of the deceased persons must follow the SOPs issued by the Government, from time to time, applicable on that date.
