The selection list dated 02.05.2013 (Annexure - P/1) issued by respondent No. 2 has been challenged by way of filing this writ petition as late as 02.01.2018.
Learned counsel appearing on behalf of petitioner would submit that the matter was pending before the Lok-Aayog, therefore the writ petition could not be filed and the selection list is patently illegal.
I have heard learned counsel for the petitioner.
On careful perusal of the record would show that on 10.09.2014 Lok- Aayog has already made recommendations thereafter, the petitioner has made representation on 12.12.2014 and thereafter, nothing has been done by the petitioner and the writ petition has been filed as late as on 02.01.2018.
After going through the petition including the para- 7 of the petition, it is apparent that there is an inordinate delay of 5 years in filing this writ petition which has not been satisfactorily explained by the petitioner.
As such, the writ petition deserves to be and is accordingly dismissed on the grounds of delay and laches. No cost(s).
