The petitioner had joined for MBA (HRM) programme conducted by the Indira Gandhi National Open University (IGNOU). He had re-registered in the University and the registration was valid till December 2018. On 11.06.2019, IGNOU permitted him to complete the three remaining courses, and the petitioner accordingly submitted an assignment for MS-95 in June 2019 and attended TEE in June 2019 for MS-11. The MS-100 project submitted by him at the Project Division was received by the Coordinator (Projects) on 27.06.2019. The petitioner submits that he has passed all the other papers, except MS-100, which was required to complete the MBA. The prayer in this Writ Petition is to set aside Ext.P4 and declare that the petitioner is entitled to get MBA, which is awarded by the IGNOU and also for a direction to the respondents to approve the MS-100 project submitted by the petitioner.
The petitioner submits that he had submitted the synopsis of the project on 25.06.2019, through Ext.P5. The receipt for the same is marked as Ext.P6.
Though the learned Standing Counsel for the IGNOU submitted that the synopsis was received only on 08.07.2019, in view of the additional documents produced, it will be for the University to reconsider the same as according to the petitioner, he had submitted the project within the stipulated time.
Under the above circumstances, there will be a direction to the University to consider the submission of the MS-100 project by the petitioner and to take a decision, with notice to the petitioner, within three weeks from the date of receipt of a certified copy of this judgment. It will be open for the petitioner to produce such documents to substantiate his claim, which will be considered by the University, while taking a decision as aforesaid.
The Writ Petition is disposed of accordingly.
