Judgment
PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus
(a)To direct the respondents to choose any temporary campus for 'AIIMS, Madurai' as per the guidelines of implementation of the Pradhan Mantri Swasthya Suraksha Yojana Scheme and to offer OPD services in the temporary campus of AIIMS, Madurai in similar to AIIMS Raebareili, AIIMS Gorakhpur, AIIMS Mangalagiri, AIIMS Nagpur, AIIMS Bathinda, AIIMS Kalyani and AIIMS Bibinagar.
(b)To direct the respondents to offer MBBS admission and to conduct MBBS Classes in the temporary campus of AIIMS at Madurai in similar to AIIMS Guhawati, AIIMS Rajkot, AIIMS Samba, AIIMS Bilaspur and AIIMS, Deoghar as per the guidelines of implementation of the Pradhan Mantri Swasthya Suraksha Yojana Scheme.
(c)To direct the Respondents No.1 and 2 to fill the vacancies in the 'Project Cell' of AIIMS, Madurai as per the guidelines of implementation of the Pradhan Mantri Swasthya Surksha Yojana Scheme within the time stipulated by this Court.

Learned counsel appearing for respondents 1, 2 & 4 produced a copy of the proceedings bearing No.AIIMS/Madurai/Estt./Legal/9721 of 2021, dated 15.09.2026, issued by the Deputy Director (Admin), All India Institute of Medical Sciences Madurai (Tamil Nadu), with regard to the present status of AIIMS Madurai, which reads as follows:

Super Structure Work for Working Nurses Hostel, IPD Block, Emergency Trauma, Night Shelter, Ayush Block, Mortuary Block, Auditorium and Residence Type-2A, 2B, 2C, 3, 4, 5A in progress. Sub Structure Work for Residence Type 5B & 6, Guest House with Dining hall, Sports Facility, Shopping complex, Directors Bungalow and Service Block-4 in progress. Phase-1 and 2 External development work in progress. 2. Phase-2 33% 35% 3. Phase-3 57% 59% 2.It is intimated that on completion of Hostels and Dining Blocks in AIIMS Madurai own campus, shifting of all the 5 batch (2021 to 2025) of MBBS students from temporary campus GMC, Ramanathapuram to AIIMS Madurai own campus was completed on 31.08.2026 in phased manner.
3.All the students are residing at Hostels in AIIMS Madurai own campus and are attending Academic & Clinical activities in Government Medical College, Madurai.
4.The inception batch (2021) students are residing at Hostels in AIIMS Madurai own campus and are undergoing Internship/House Surgeon in Government Medical College, Madurai.
5.As per the directives of Ministry, the full-fledged OPD services will be started from OPD block of AIIMS Madurai own campus with effect from 01.01.2027. Accordingly, this Institute is making necessary arrangements to start OPD services.”
From the above, it is seen that full-fledged OPD services will be started from OPD Block of AIIMS, Madurai, own campus, with effect from 01.01.2027 and that necessary arrangements to start OPD services are being taken up.
In view of the aforesaid status report, this writ petition stands closed. No costs.
